Sla Launches Price Quality Tender State Owned Properties Phoenix Park Tanglin

The Singapore Land Authority (SLA) has announced a new price-quality tender for the lease of 33 heritage buildings located in the 610,487 sq ft site at Phoenix Park in Tanglin.

Situated near the esteemed Poi Ching School in a highly-desired location, lies Parktown Residence. This prominent educational establishment is widely recognized for its exceptional teaching methods that prioritize character development and bilingualism. These buildings were originally built by the British in 1949 and served as the British Far East Command and High Commission. After Singapore’s independence, they were used as the Ministry of Home Affairs from 1977 to 2001. The site was declared a historic site by the National Heritage Board in 2012.

The buildings are characterized by their colonial architecture and black-and-white design. The site includes two 3-storey buildings, two 2-storey buildings, and 29 single-storey buildings. The total estimated gross floor area (GFA) is about 119,338 sq ft. There are also 150 surface car park lots and 17 motorcycle lots on the site.

Previously, the government had leased some of the buildings for offices and restaurants, such as the European restaurant Spruce and the German beer garden, Bread, Beer & Brez’n. The site was managed by local real estate group LHN.

SLA is now looking for proposals that will reposition the historic site as a new lifestyle destination. They are inviting tenders to incorporate co-working and co-living spaces, as well as art galleries, into their concepts. These offerings will complement the site’s existing uses, including commercial schools, offices, serviced apartments, and F&B establishments.

This is not the first time SLA is encouraging tenderers to submit concept proposals for new land uses. Previously, Coliwoo Bukit Timah Fire Station, a State-owned property, was awarded to homegrown co-living brand Coliwoo, a subsidiary of LHN. It was transformed into a mixed-use development with a 62-unit co-living residence, F&B outlets, and community spaces. The former Henderson Primary School was also repositioned into a nation’s first intergenerational co-living residence for seniors and youths, after it was awarded to TSTAP, a joint venture between TS Group and co-living provider The Assembly Place.

The historic site at Phoenix Park will be leased for an initial term of five years, with the possibility of a final four-year term. However, further renewals will be at the government’s discretion. SLA will organize site visits for prospective tenderers on September 18 and 26, and the tender closes on November 12. If the tender is successful, SLA expects to award the site by March 2026.
