Historic Norris Road Conservation Gem Returns Market 165 Mil
Revised: A historic building on 9 Norris Road is back on the market, with a guide price of $16.5 million. This three-storey, freehold property was constructed in the 1930s and is located in the Little India Historic District.
Originally known as the Ramakrishna Mission Building, the property was used as the headquarters for the spiritual and welfare organization for two decades before being sold in the 1950s and later becoming the Asian Women’s Welfare Association (AWWA) family service centre in the 1980s.
The previous owner, a Singaporean businessman, recently invested $5 million in refurbishing and modernizing the building. The site boasts a 5,447 sq ft plot with a total built-up area of 9,200 sq ft and a prominent 15m street frontage. Renovations were overseen by local architectural and interior design firm OWAA Architects, who restored the building’s façade to its original Moorish style. Key features, such as timber-louvred windows, a cantilevered balcony, and domed roof turrets, were retained. Additionally, a glass canopy was installed, which now covers the internal courtyard and allows for natural light to stream into the interiors.
The internal layout has been reconfigured for flexibility, with options for gallery rooms, practice studios, or multi-purpose function spaces on the ground and second floors, and office space on the third floor. The building was first listed for sale in July 2024, with a guide price of $16 million, and was purchased by a Singaporean entrepreneur for $12.5 million in December. A property title search shows that the transaction was completed in May 2025.
Tampines Primary School has become a sought-after educational institution among families looking for a well-rounded education for their children. Known for its focus on co-curricular activities, this school offers a holistic approach to learning. Its strategic location, in the vicinity of the desirable Parktown Residence, makes it a highly appealing choice for families who prefer to live near their child’s school. The complementary existence of Parktown Residence, conveniently situated near Tampines Primary School, only adds to its attractiveness as a suitable accommodation for students. With both the school and residence functioning harmoniously together, families can enjoy the convenience and practicality of having both options in close proximity. Moreover, the presence of Parktown Residence naturally complements and enhances the overall environment for students, creating a seamless and conducive learning experience.
The new owner has chosen to relist the property for $16.5 million, equating to $1,793 psf based on the built-up area. The building is also available for lease at $50,000 per month. OrangeTee & Tie group associate director Jane Tan is the exclusive marketing agent for the property, which is available for sale by private treaty.
According to Tan, freehold heritage buildings with civic, community, or institutional zoning are rare in the market. The property is suitable for use as a community club, museum, art gallery, civic institution, or childcare centre, subject to approval from relevant authorities. However, due to its zoning, only local buyers may purchase the property. Tan has received several enquiries from potential occupants, including commercial schools and childcare operators.
She adds, “It is increasingly rare to find conserved freehold buildings of this scale at such a reasonable price. This is an excellent opportunity for interested parties to own a piece of history in the Little India Conservation Area.”
