Government Offers One Time Property Tax Rebate Owner Occupiers
The government has announced that it will be providing a one-off rebate of 20% for owner-occupied HDB flats and 15% for owner-occupied private residential properties in 2025. However, there will be a cap of $1,000 for the rebate on owner-occupied private residential properties.
Property tax is based on the annual value of a property, which is the estimated annual rent it could fetch if it were rented out. The government’s announcement, made on Nov 29, comes ahead of a planned raise in all annual value bands of owner-occupier’s residential property tax rates on Jan 1, 2024.
This means that the majority of owner-occupiers for both HDB flats and private residential properties will see a decrease in property taxes next year. The government’s aim is to ease the cost-of-living burden for Singaporeans.
Lee Sze Teck, senior director of data analytics at Huttons Asia, predicts that the annual value of private properties will remain unchanged this year due to minimal growth in private residential rent. However, HDB rents are expected to increase by 4%, which may lead to a slight increase in annual value for HDB flats.
In light of this, the one-off property tax rebate may help HDB owners offset any potential increase in annual value. For example, if an HDB flat has an annual value of $30,000, the property tax payable for 2025 would be $720. With the 20% rebate, the owner would only have to pay $576, saving $144.

Even owners of private residential properties may benefit from the one-off rebate. For a property with an annual value of $85,000, the property tax payable for 2025 would be $5,760. However, with the 15% rebate capped at $1,000, the owner would only have to pay $4,896, saving $864.
Despite the property tax rebate, Lee emphasizes that the appeal of investing in residential properties in Singapore still lies in the potential for capital appreciation, which typically outweighs any increase in property tax.
