Building Sustainable Future Draft Master Plan 2025

The theme of sustainable development is of utmost importance in the Draft Master Plan 2025. While the government plans for the creation of new neighbourhoods and lifestyle areas, they are also focused on redeveloping brownfield sites in Central areas into new housing estates. These sites include Bukit Timah Turf City, the former Keppel Club golf course, the Old Police Academy at Mount Pleasant, and the foothills of Pearl’s Hill City Park.

In order to foster a more inclusive community, the government has introduced a mix of public and private housing in these Central areas. This mix will be evident in Pearl’s Hill, which will see 6,000 new homes in the next decade, and Mount Pleasant, which will have 5,000 new public housing units in the future.

The new neighbourhoods in the Central areas have been designated as car-lite and will also be designed as “10-minute neighbourhoods”. This means that key amenities, including public transport, will be within a 10-minute walk of most residents’ homes. These new neighbourhoods include Bukit Timah Turf Club, Pearl’s Hill, and Marina South.

In addition to being a “10-minute neighbourhood”, some of these new enclaves, such as Marina South, will also be “sustainable towns”. This means that all developments in these areas will be required to attain the highest BCA sustainability rating, the Green Mark Platinum Super Low Energy (SLE). Developers are also encouraged to incorporate native species from the National Parks Board’s Landscape Master Plan to allow for wildlife movement and provide shelter for pedestrians.

The MRT network is being expanded to enhance connectivity throughout Singapore. The fourth stage of the Thomson-East Coast Line (TEL) – the seventh MRT line in Singapore – opened in June, with seven stations spanning a 10.8km stretch on the East Coast from Tanjong Rhu to Bayshore. The fifth and final stage of the TEL, set to be completed in 2026, will add two more stations – Bedok South and Sungei Bedok – and connect the TEL to the Downtown Line.

Construction has also begun on the Cross Island Line (CRL), the eighth MRT line in Singapore. This line will link major hubs like Jurong Lake District, Punggol Digital District, and the Changi Region and will be completed in three phases. The first phase, 29km long with 12 stations, is set to be completed by 2030. The Jurong Region Line (JRL), with 24 stations, is also scheduled to be completed in stages between 2027 and 2029 and will connect the entire western region from Choa Chu Kang to Jurong Pier and Pandan Valley. Jurong East Station, an existing interchange for the North-South and East-West Lines, will also serve as an interchange for the JRL and the CRL in the future.

As part of the Draft Master Plan 2025, a new Recreation Master Plan has been introduced to activate Singapore’s green and blue spaces and create more leisure and recreational areas. Green spaces include parks and forests, while blue spaces include lakes and rivers. These spaces were first introduced in the 1991 Concept Plan and expanded in the 2008 Master Plan, resulting in the 360km island-wide park connector network and 150km Round Island Route cycling paths. The Southern Ridges and Sungei Buloh Wetland Reserve have also been improved and made more accessible.

The Recreation Master Plan aims to make these recreational areas more accessible in order to promote active lifestyles and ageing-in-place, and contribute to a healthier population. To achieve this goal, more multi-functional spaces will be created, including areas for sports, arts, and wellness activities. Additionally, plans are underway to activate the 10km Kallang River, Singapore’s longest river. The Urban Redevelopment Authority (URA) announced the Bishan-to-City (B2C) links in 2017, which will eventually connect the communities along the river and provide a 10km green commute along the Kallang Park Connector from Bishan to the city. The URA is also seeking ideas to transform the former Tanjong Pagar Railway Station and site into public spaces. This station is now part of the 24km Rail Corridor, which includes biking paths and hiking trails and is linked to heritage and community nodes along the way. A new fitness area and playground at North Buona Vista opened in April as part of a new community node of the Rail Corridor.

The Draft Master Plan 2025 also includes plans to reimagine spaces and create unique identities for different areas in order to preserve their heritage over time. For example, Paya Lebar Airbase, which will be decommissioned in 2030, will be redeveloped into a new town with 150,000 homes. The site’s aviation history will be preserved, and old buildings such as the airport tower, hangars, and runways will be repurposed for recreational and community use. The government is seeking ideas from the public for the recreational and community uses for the space.

Furthermore, the government is seeking ideas for other future developments such as Sembawang Shipyard and Singapore Turf Club in Kranji. The public is encouraged to participate in shaping the future of these areas.
