Tiong Seng Building Jurong Industrial Estate Sale 25 Mil
Singapore-based construction group Tiong Seng has recently listed for sale a general industrial building situated in the mature Jurong Industrial Estate in western Singapore. Located at 21 Fan Yoong Road, the property had been Tiong Seng’s corporate headquarters for seven years before the firm relocated to leased premises at 30 Kallang Place.
The 66-year-old company acquired the 60,789 sq ft site from JTC in 2017 on a 20-year lease. The site has a gross floor area (GFA) of 155,037 sq ft with a remaining lease tenure of 12 years from November 16, 2017.

Following the acquisition, Tiong Seng demolished the old structure and built a new nine-storey facility, which is recognized as the tallest building in the Jurong Industrial Estate. According to Brilliance Capital founder and executive director Sammi Lim, who is the exclusive marketing agent for the property, the building was specifically designed to meet the operational needs of the company.
The building’s first six levels (Levels 1 to 6) are high-specification production spaces, while the top three floors (Levels 7 to 9) house modern ancillary office spaces that can accommodate over 250 staff. The office amenities include a boardroom, two meeting rooms, an open pantry, and a gym. The building also features a temporary on-site dormitory approved for up to 36 workers.
Lim emphasizes that on-site dormitories are becoming rare and represent a valuable feature for occupiers looking for integrated accommodation and workforce support. She believes that the building is suitable for end-users that want to consolidate their operational, backend, and administrative functions in one location.
The building is versatile and can accommodate other heavy industrial uses, despite being purpose-built for Tiong Seng. It features ceiling heights of up to 13.4m, heavy floor loading of up to 25kN per sq m, and built-in crane infrastructure, including 11 overhead cranes ranging from 10 to 20 tonnes. It is also equipped with a 5,000 kg cargo lift, two passenger lifts, and a dedicated service lift.
The site is zoned as “Business 2”, which permits heavy industrial and warehousing uses such as construction plant and equipment servicing and repairing, as well as storage of construction materials. The zoning also allows other uses such as heavy manufacturing, machinery servicing, and materials storage.
The property has ample space for cranes and other construction lifting equipment. The premises are also suitable for alternative industrial uses, including marine and offshore equipment servicing such as ship parts, offshore rig components, and marine engines. Other potential uses include maintenance of heavy vehicles and equipment (e.g. construction machinery or logistics fleets), manufacturing or assembly of cranes, lift systems, turbines, or industrial-grade equipment.
Occupiers involved in the production and storage of high-voltage electrical systems, such as switchgear and transformers, would also find the building suitable. Additional potential users include oil and gas equipment suppliers, waste management and recycling companies, plastic or injection moulding operators, general storage providers for wine, consumer goods, or household items, automotive component manufacturers, and logistics or bulk storage firms.
The nearest MRT station is Boon Lay MRT Station on the East-West Line, which is a 12-minute walk from the building at 21 Fan Yoong Road. According to Brilliance Capital’s Lim, the property is well-positioned to benefit from ongoing government investments in Singapore’s western region.
This includes the development of the Jurong Innovation District (JID), a hub for advanced manufacturing, robotics, and R&D, as well as the future Tuas Port, which is set to be the world’s largest fully automated port. According to the URA Master Plan 2025, the broader Jurong area is transforming into a future-ready industrial and innovation corridor featuring enhanced infrastructure, smart logistics, and green connectivity.
The Jurong Industrial Estate is part of this transformation and will soon become the largest mixed-use business district outside the Central area. Lim believes that these initiatives demonstrate the government’s strong commitment to the region’s long-term economic role, making 21 Fan Yoong Road an attractive opportunity for forward-looking industrial occupiers and investors.
On June 18, 2025, Tiong Seng announced that it granted an option to sell an industrial property at 6 Tuas Street 11 to an unrelated party for $10.5 million. The buyer, Maxwell Technology, is a manufacturer of high-end photovoltaic equipment. The Tuas property sits on a 20-year JTC lease from May 27, 2015.
The sales of the properties at 6 Tuas Street 11 and 21 Fan Yoong Road were part of an asset disposal initiative that Tiong Seng announced in a circular issued in November 2023.
In a valuation report by JLL dated August 17, 2023, the property at 21 Fan Yoong Road had a market value of $24.5 million. Therefore, the current guide price of $25 million is close to this valuation, notes Lim.
The property will be sold via an expression of interest exercise, which closes on August 26.
