Sla And Nac Jointly Launch Tender First Arts Sandbox Kampong Java Rd
The Singapore Land Authority (SLA) and National Arts Council (NAC) have recently launched a groundbreaking initiative in the form of a Price-Quality tender for a row of five restored heritage properties located at 52 to 56 Kampong Java Road in the vibrant district of Little India.
This marks the first time a state property will be offered for lease as an “arts sandbox” or experimental space for the arts. The lease will span a period of 5+4 years, meaning that the site will be initially leased for a term of five years, with an option for an additional four years subject to the government’s discretion.
The Kampong Java site comprises of a land area of 28,621 square feet and boasts five adjoining two-storey heritage buildings, with a total gross floor area of 10,721 square feet. It has been approved for use as a multidisciplinary arts sandbox, with a dedicated F&B space of approximately 484 square feet located on the first storey of 52 Kampong Java Road.
Situated within a 10-minute walk from the Newton and Little India MRT stations, which serve as interchanges for the North-South, Downtown, and Northeast Lines, the properties offer convenient access to several amenities including the United Square Shopping Mall and Pek Kio Market and Food Centre.
In line with SLA’s and NAC’s commitment to promoting both price and quality, the site’s tender proposals will be evaluated based on a 30-70 weightage, respectively. During the official launch of the tender at the Kampong Java site, SLA’s director of business planning and development, Carrie Wong, emphasized the importance of the concept proposal, which should include innovative ideas on how the premises can be positioned as a vibrant arts sandbox, as well as strategies to attract artists from various disciplines.

Wong also highlighted the agency’s recent restoration and renovation works at the property, which were completed last month. These include interior upgrades and the addition of a new driveway and carpark lots.
The history of the property’s use dates back to the 1930s when it served as living quarters and outhouses for Singapore Municipal staff and their families. In the following decades, it was used as offices and stores for various government departments before being leased to the public for residential and commercial use.
Interested parties are invited to submit their tender proposals by September 18. The successful bid will be announced in the fourth quarter of 2024.
