Completed Copen Grand Scoops Top Ec Title Second Time
At the end of April, the first executive condo (EC) to be completed in the new Tengah estate was unveiled. Copen Grand, developed jointly by City Developments (CDL) and MCL Land, received its temporary occupation permit. With 639 units, the development spans over twelve 14-storey blocks on a site at the corner of Tengah Garden Walk and Tengah Drive. Its prime location puts it within walking distance of three MRT stations on the upcoming Jurong Region Line, set to open in the next two years. Tay Seok Cheng, senior vice president and deputy head of CDL’s property division, received the Top Executive Condominium award for Copen Grand at the EdgeProp Singapore Excellence Awards (EPEA) 2025, presented by Angeline Yap, regional managing director of V-Zug Singapore & Southeast Asia.
This is the second time Copen Grand has secured the prestigious award, the first being in 2023 when the development was still under construction. Its success is evident as it is now fully sold out. During its launch in October 2022, over 70% of units were taken up on the first day by enthusiastic buyers. The remaining units were quickly snapped up within just a month by second-time buyers. The average selling price for units at Copen Grand was $1,338 per square foot, based on URA caveats lodged.
Copen Grand has set new benchmarks in Singapore’s residential landscape, starting with its prime location. CDL and MCL Land were awarded the 99-year leasehold site via a Government Land Sale tender in 2021, making it the first EC plot in Tengah. The developers submitted the top bid of $400.318 million, which translated to $603 per square foot per plot ratio, surpassing six other bids and setting a record land rate for EC sites at the time.
Tengah, a new estate spanning 700 hectares between Jurong, Choa Chu Kang, and Bukit Batok, was unveiled in 2016. The masterplan for Tengah positions it as a smart, sustainable “forest town”, featuring Singapore’s first car-free town center, a 20-hectare Central Park, and dedicated walking and cycling paths. Upon completion, Tengah is expected to house about 42,000 new homes across its five districts: Plantation, Garden, Park, Brickland, and Forest Hill.

It incorporates several green features such as photovoltaic systems that harness solar energy to partially power common spaces and facilities, a carpark with 20 electric vehicle charging stations, energy-efficient appliances, and lush landscaping that includes greenery and water bodies. Its commitment to green living earned Copen Grand the Building and Construction Authority’s Green Mark Platinum Super Low Energy certification, making it the first EC to receive this recognition.
The completion of Copen Grand brings to life its unique design features that prioritize liveability, nature, and wellness. The development’s signature clubhouse, a five-story building nestled between the two main rows of towers, boasts cantilevered tiers that give it a floating appearance and offer stunning views of the pools and landscaped deck on the first storey.
