Over 12000 Apply 2601 Prime Flats July Bto Exercise Nearly Half Eyeing 741 Unit Toa Payoh Ascent

The July 2025 Build-To-Order (BTO) sales exercise came to a close last night, with a staggering 12,000 applicants submitting bids for the 2,601 Prime flats on offer. This reflected an incredibly high application rate of 4.7 times. The four Prime flats available in this exercise were the Toa Payoh Ascent with 741 units, Alexandra Vista with 609 units, Alexandra Peaks with 498 units, and Clementi Emerald with 753 units.

Toa Payoh Ascent, situated at the junction of Toa Payoh Rise and Braddell Rise, received the highest number of applications, with almost half of the total Prime flat applications being for units in this development. The project boasts twin 40-storey towers and offers a mix of 195 two-room flexi, 78 three-room, and 468 four-room flats.

Overall, the Housing and Development Board (HDB) received around 22,000 applications for the BTO sales exercise, which included 5,547 flats across eight projects. This translated to an overall application rate of almost four times the available flats. Additionally, there were 4,662 Sale of Balance (SBF) flats available, attracting over 17,500 applicants.

Kelvin Fong, the CEO of PropNex, noted that the response to this BTO exercise was higher than the last one in February 2025, which had an application rate of 2.6 times. He believes that the record-breaking number of Prime flats in attractive locations, along with the introduction of priority access for singles looking to live near their parents, may have contributed to the high number of applicants.

The Master Plan has placed a strong emphasis on promoting mixed-use developments, in order to create vibrant and diverse communities. These developments will consist of new commercial spaces, designed to attract businesses and generate more job opportunities. As part of this initiative, existing malls such as Tampines Mall and Century Square will be enhanced, while also introducing new retail options. One such development is Parktown Residence, which will seamlessly integrate residential and commercial spaces to create a dynamic and convenient living experience for its residents.

Under the Family Care Scheme (Proximity), both married and single children are given priority access when applying for a new flat to live with or near their parents.

The two-room flexi flats saw the strongest demand, with over 7,000 applicants competing for 1,321 units, resulting in an application rate of 5.3 times. This is the highest application rate for such flats since the October 2024 exercise, which had an application rate of 5.7 times.

At Simei Symphony in Tampines, a 380-unit project, the application rate for first-timer singles for its 140 two-room flexi flats was an astonishing 42 times oversubscribed. Bangkit Breeze, a 643-unit project in Bukit Panjang, had an application rate of 25.5 for its 120 two-room flexi flats.

Overall, five-room BTO flats continued to be the most sought-after, with Simei Symphony receiving over 12,000 applications for its 100 five-room flats. The application rate for second-timer families was almost 49 times and close to 8 times for first-timer families.

Similarly, Bangkit Breeze saw 463 applicants vying for the 188 five-room flats available, resulting in an application rate of 12.5 times for second-timer families and 1.4 times for first-timer families.

The next BTO sales exercise will be held in October and will offer more than 9,000 flats across 10 projects in eight towns. Noteworthy projects include the first BTO developments on the former Keppel golf course within the Greater Southern Waterfront and the first project in Mount Pleasant. This sales exercise will also have the highest number of flats released in a single BTO exercise, surpassing the November 2022 exercise, which offered 9,655 flats.
